Any CZs with cap ships?

Look for systems with federal/empire factions at war.
Each cz will have a 25% chance to spawn a capital ship.
Note that the 25% is rolled when the cz is created. So if you find one that has a ship it will always spawn it. If it doesn't move to the next cz.
