Any good places to grind Federation Rank?

As I have a little over a month left before I go to college, I was hoping to be able to grind out Fed ranks to the Corvette as a summer goal, but getting skimmer bombed really slowed me down as I had a bounty in the only place I knew where to grind. Once that bounty cleared, I found out that system ( Niu Hsing btw) was dead so I am at an impasse. Any tips?
 
Niu Hsing is sensitive to BGS effects.
It gets constantly pumped to Boom by CMDRs grinding Fed rank.
13 expansions. Little Fed babies swarming in the deep north of the bubble.
That's Alliance territory and I don't like it.

Might need to go and stamp on some of the nasty Fed breeders.
Niu Hsing hits Boom, gets pumped hard so that Boom only lasts minimum time, then has minimum Boom cooldown period because CMDRs keep grinding even with the none state. Usually it's four days Boom five days none, but expansions can get it out of sequence.

TL;DR Niu Hsing will be back in Boom on Friday.

Find any system that has more than two Federation factions and happens to be in the midst of a Famine. Perform as many charity missions for those factions as you can and you'll gain rank very quickly. No need to find a "magic system" to grind rank. Opportunities are all over the map.

My issue is: I've reached 100% on the Rank bar a week ago. Either I haven't been given the Naval mission yet, or (more probably) I ignored it/time failed it/deleted it from the Comms tab.

Which is why you want to rank up in a system with multiple Federation factions. When the rank mission is offered you want it to be offered by a faction that you are allied with. Nothing sucks more than finally seeing a Naval ranking mission spawn on the boards and not being able to take it because it's offered by a faction that you haven't become cordial/allied with.

Working out of a system with three or four Federation factions that you've already become allied with means that you have a better chance of having the mission spawn and since you've managed to become allied you'll actually be able to take the mission when you see it.

Outbreak systems works as well. Find a nearby high tech and you can stack lots of the retrieval missions in addition to the donations.

Ruling faction in Niu Hsing went out of Boom today. Not due back in Boom until Friday. Have a look.

Do you mean I can be offered the Naval mission again? For the same first rank progression?

If you are at 100% rank progression (and haven't reached the top rank of Admiral yet) then yes. You should eventually get an offer for another rank progression mission.

I had willingly ignored rank progression missions for a long while and then stopped seeing them altogether. I'd thought I'd missed out on them myself but after a few hours of grinding faction Rep with three factions at a famine system they started showing back up again. It took me about six hours of game play to go from zero rank to Chief so I could get my FAS.
 
There are other threads about grinding Fed rank. One is 22+ pages and has some good hot spots listed. The one I used had 3 or 4 fed factions. It started with a G... but I can't remember how to spell it. Gunndalaya or something like that
