Any word of a revision to engineer unlock data materials?

As I tend to dip in and out of ED in phases I'm only just getting to grips with on-foot engineering and I've been out of the loop regarding consensus about them, or what changes FD might be considering.

The data needed to unlock engineers seems incredibly sparse compared to absolutely everything else, with no reliable way to get them. As far as I can tell, even if a settlement has the right kind of building, there's no guarantee it even has a data port, and it's RNG whether the data port has what you need, and even then it might be alarmed so you either have to fight your way out or go through the tricky rigmarole of disabling the alarms (which ends up in a bloodbath anyway more often than not, at least for me). I've got practically a whole order of magnitude more materials than I need for the mods I want, just through organic play, but haven't got close to getting the required engineers. I literally haven't seen a single Financial Projection (HAB, AGRI, IND) or Settlement Defence Plan (CMD) "in the wild".

The engineer unlock data not even being available as mission rewards is obnoxious.

The idea of hopping between FCs on the off-chance that one is dockable and has them for sale, or continually refreshing Inara in the hopes of being able to see a new FC offer and get to it before it gets bought out, bores me to tears.
 
I don't think I've ever seen a settlement without a data port. And you can get free access to everyone one of them on a reactivate mission. Not to say that it's easy, drop rates are still RNG but with 3-6 data ports per settlement you can definitely get a lot, if not necessarily what you want. Certain settlements tend to drop certain data so try a variety. There is a IND layout that has a dataport in an office overlooking the floor that I find a lot of Fin Projections in for example.
 
There is the Odyssey materials thread where you can seek out the hard to get materials.

Joining a group in discord or squadron can help. People are more willing to help out with materials to those they know.

But then again, I am a bit mercenary and like to sell stuff just for the credits. Got a carrier to support!

The settlements I've visited (most of them while doing a massacre there) have 4 data ports, at most, and if a bunch of building module types are smushed together there'll only be a single port for the cluster, and not necessarily in the bit of the building with the type I'm looking for. That and the need to either massacre the settlement or sneak in if it's in a restricted area make it a big expenditure of time for only a slim chance of finding what I need.

You can also find an inactive settlement, power it up and check the ports before powering down. Only likely to encounter some scavs.

Like I said reactivation missions. If you're fast and there's no scavs, pretty much all you have to do is turn on the settlement and then you have the whole settlement to yourself. And they pay you for it. If there are scavs it'll take a bit longer for you to wait for all the scav drops to finish and nuke them with missiles.

Do people actually play this game or are they just getting all their (bad) info from youtube? Not being mean, I just told you a better way and you just flat out disbelieved me. Would I be more credible if I made a video and had a youtube channel? 😛
 
A lucky find of a seller using inara that I could get to before it sold out unglued things in the end - most of the follow up data I was already sitting on plenty, which I guess backs up the idea that they're a bit unbalanced in availability but at least things re moving now. Waiting on Manufacturing Instructions, which seems like the intended bottleneck.
