Anyone else have this issue, shields going offline at random since 1.3 as priority sets itself to 5

I thought I was going mad, but apparently im not.

Since 1.3 ive been getting an iusse where my shields would go offline at random, at stations, in a fight, even in Super Cruise

Its only the shield generator that's going offline, I know how to set my power priorities but when I checked the shield generator it was set to 5, I thought I had accidently set it like this somehow but just a moment ago it happened again, I was sitting there talking to another commander about my loudout and looked at the modules and the shield generator was set to priority 1, I went back to talking for a good 2 mins when I suddenly got "shields offline" and yep, went and checked and it was now priority 5 again, as because im over the power limit it turned them off

I had not gone back to my modules tab and if I had set them to 5 when I looked the effect would be instant, not delayed by a few mins

Im flying a python by the way, my shield cell banks are set to priority 2 and fuel scoop, interdictor and FSd set to 5

I literally have no idea whats going on, it happens 1-2 times everytime I play
