Anyone know if rank progression is fixed in empire?

I have been waiting on news that rank progression is fixed so I can buy me an imperial courier but have not found any news yet on the state of rank progression, would be nice if players could sell ships to each other so people could get these in other ways.

I spent 4hrs yesterday doing missions in Imperial space and didn't get a single rank mission. Even though my standing was almost 100% with the leading faction.

I got several, but it never raised my rank.

Over the week-end I received 2 imperial ranks. There was a patch note that it had been repaired (I have my courier - had the same aim )

did get my first and second yesterday, although i couldnt complete the second because i couldnt find that damn cargo i should pirate... (so, they changed the missions in 1.3? second mission now: pirating some specific kind of cargo - the mission description clearly says the cargo has to be "stolen")
i did interdict like 15 merchants, was looking at weak signal sources, and 2 or 3 uss but never could find a merchant with the wanted cargo...

For me it worked the last couple of days. Went from none to Master.
