I've a feeling it's 2 weeks but would happily be corrected. Let's get grinding those mission boards.
Base Resets
According to FD the data points on bases are supposed to "reset" after approximately one week so you should be able to run through these bases again to repeat the data point scans. I had been checking the first settlements I tried at 89 Leonis and they didn't reset until two weeks after I originally visited them. It looks like the bases do reset after a few weeks, it just takes somewhat longer than FD had indicated. Interestingly the core data terminals at 89 Leonis, which I went back and scanned about a week after I originally scanned the data points, had not yet reset which suggests that they are on separate reset timers. It look like the bases are definitely resetting although the reset cycle seems to be every 2 weeks instead of every week and it appears to be on an individual timer for each base that you scan instead of a "global" reset timer where all the bases reset. So assuming a reset timer of 2 weeks and an average of 25 MEF total for all 36 bases this means we can "farm" these bases for an average of around 12 MEF/week. Another interesting note is that the second time I scanned these bases I got 0 MEF from Payne's Inheritance and 1 MEF from Burgess Holdings compared to 3 MEF from Payne's Inheritance and 1 MEF from Burgess Holdings the first time I ran through these bases so it appears that the MEF drops are quite random and there are no consistently "high yield" or "low yield" bases for MEF.
Yes, BUT, EFCs and BCs can only be acquired from missions, if you want more CIF, you only have to do a base run. I get 25 usually from the first section of this list...

Yes. I (and several other posters in this thread, apparently) find base scanning to be one of the least fun/rewarding things to do. I don’t find the process fun, and I hate the RNG driving the loot as much as it seems to dislike me. Scanning “yet another goddamn base” to get a bunch of Open Symmetric Keys and Security Firmware Patch alongside a MEF I could have just swiped from a mission sucks.
I love Elite Dangerous, but jeepers, do I hate base scanning. No doubt I suck...but:
- I find the sprawling layout of the bases confusing and often get lost trying to find the next data point
- During a scanning run my SRV frequently gets snagged on bits of geometry as I try to cut corners
- Even when I successfully complete a scanning run, RNG kicks me in the nether regions and I end up with a load of useless data

Your haul from the mission board needs to be supplemented by an unfun grind. The two-g-week timer before you go harvest a base again also puts a kink in the plans.
It’s very annoying that a mid-ranked commander will probably see CIF far more often, with a few EFC, BTC, and such - much closer to the ratio in which they’ll use them.
If you work from that list I posted, every single base has the same layout. There are 4 nodes and they are cake to reach in time. All the systems are close to each other as well, they are ordered by distance from Sol in the list I believe. You do have to be patient with the RNG, it does sometimes give you 3, 4 or even 5 CIF (so 9, 12 and 15) from one base.
Has anyone noticed that Dav's is only giving out 1 piece of data per data drop instead of the usual 3? I thought I was racking up data but in reality all the drops were 1 per item dropped instead of 3. That sucks. Still better that base running if you're in a pinch.
