in the starter systems aka Pilots Federation District which I really don't want to miss before leaving?

I'm an old hat at the game but want to take in all the interesting sights (if any) with this new commander in the PFD before leaving.

Nah, not really, in my opinion.
Other than being a "PvP safe zone", the starter area really isn't anything special.
I remember a really nice canyon to race in on one of the moons, but I can't remember the name. But that's really it.
If you want to be completionist, you can scan the systems thoroughly so you don't lose on the data from there (plus it's a nice starting bonus once you get far enough to sell them), but IIRC you can't even buy a detailed surface scanner in the starter systems, so it only will be an ordinary disco scan anyway.

Good idea about scanning the systems, but I think I'll just just out and get a head start faster with some combat and massacre missions.

If you want to start with combat (after all I expect you to be experienced), I'd recommend leaving to noob zone even faster, though.
Firstly - you can't really get more lucrative missions, there, but more importantly - you can't buy proper equipment, only E and D rated modules. Yes, the combat missions in the starter area are easy(ish), that's why they don't pay as well, but still, I'd just enjoy the sights there and get out to the real world.

After I got my free Epic commander, the most interesting sight for me in the starter zone was the asteroid station as I'd never been to one before. That's about all I can think of though.

Very little to write home about regarding the starter area.

Collect as many 'Explore the Galaxy' offers as you can.
Don't do them until your ready to leave. Collect the millions later...

I think the view on exiting Mawson Dock is quite spectacular and must make new players go WOW! I mean the golden expanse of that planetary ring stretching out into the distance, really neat choice by F D to have that station's atypical orientation to produce the view.

Apart from that, there is nowt any different from anywhere else - in fact the systems are rather bland.

You might want to go round and shake all the hands of the losers there, who are too afraid to leave or too ignorant to figure out that they'd be better off elsewhere, and wish them luck. Don't forget to shout "suckers" as you leave.

One of the systems has a res site. Go there with the starter sidewinder and have fun shadowing the police and racking some millions...
