Anyway to know if a settlement is active or shutdown from the map?

I might just be dumb, but I can not work out any way to see that from the system map. I end up landing at a lot of offline settlements because they seem to still sell things just fine, but that feels kinda wrong. Also would be helpful if I wish to generate my own 'raid' missions.



Also have that same question on CZs? Frontline tells you the conflict zone intensity level, but I seem to find that information if I'm not taking using their version of the map.
 
It's the state of the owning faction. Civil unrest or infrastructure failure means offline. Maybe other states too. Use https://inara.cz/nearest/ to find them easily or use galmap filters.

In system map you can check faction status and POI tabs.
Inara isn't always helpful though, as I once took a mission to kill x amount of a faction and they only had one settlement. I checked inara and it was very recently updated so I felt assured they'd be there... only when I got there it was shut down and overrun by pirates.

Maybe next time I'll try checking the faction status as you mentioned. Let's see.
 
As for cz’s, each conflict zone gives you a 1-3 threat level, i kinda assumed that was the equivalent of low medium high, but whether the payments equate the same i dont know.

I'll double check but I swear I dropped onto a T2 and got a "low" intensity CZ.

That's the threat of the settlement when it's not at war when I last checked.

I've not found a way other than visiting Frontline and writing down the locations of high CZs :(
 
I’m away from my computer, but isn’t there two colours for settlement icons in the navigation tab? If not online/offline, what do they represent?

To be fair the ownership can change very rapidly. A few days ago I was raiding a certain site (famed for availability of smear campaigns) so much that faction owning the settlement became hostile to me. Having to make a swift exit to supercruise after a raid, I was surprised to find that on my immediate return, a rival faction was now in charge and much friendlier to me.
