Look, I know this bloke down the pub who might be able to get you an owl on the cheap but not a Vulture...What you mean the ship? No I think they are the same everywhere other than the Founders system (need to be Elite or a Founder to get in there though). Sometimes some of the community goals give you discounts off ships so you could try and keep an eye out for them but no guarantee they will be for money off a vulture.

Also, founders system? Do you only need elite in one of the three ranks or all of them?

Founders discount is 10% so a stock Vulture is around 4.4 mil there but you'll want to spend at least another 5 mil to get it sorted, Alioth has 20% discount on the Asp and Orca but you need good rep with the Alliance to get the system permit.
