Simply put, you can get an APEX Taxi to a Settlement but you cannot get one for the other way around for most Settlements. Recommend if you can take an APEX Taxi Service to there you should be able to take one back from the drop off point.

You can call an Apex Taxi from anywhere within 100ly of an Apex equipped station. Settlement, base or anywhere in the wilderness of any planet, atmospheric or not.
OP, just open your wheel thingy, there is an option to call an Apex from there.
