Have better ships become Apex taxis the more rides you take with them like an Apex Prestige rank where you go in a dolphin or courier or something. It would be a nice progression for the on foot only crowd. Maybe link it to how much you spend on taxis.

Well, IMHO Apex Taxi should only be one way to get a ride (only the first implementation). Why not just expand Apex Taxi to include bigger, longer jump-range ships for premium pricing (and faster travel)?
