Applying the Art of War to enemy provisions

I propose an additional measure to powerplay undermining and fortifying.

Whereas logistic ships carry in their holds supplies intended for fortifying control systems, these supplies can be recovered from ships either through damage or through wresting them free from cargo holds.

I propose that the recovery of fortification supplies from an enemy faction, when brought back and applied to a friendly control system, be valued at 5x that of friendly provisions obtained from the power's headquarters, and likewise rewarded with 5x the merits.

This was kinda of how it was for almost a year with some powers and it got abused by people handing over supplies to their friends for easy merits and other shenanigans. It was removed.
