Powerplay Archon Delaine exploited systems - Are they getting their black market bonus in Horizons?

I'll swear while doing a trading run of "freedom challenged individuals" last night, the profit at an Archon Delain exploited system had dropped significantly? Almost as if the bonus on the black market sale isn't working?

Isn't support to be 10-20% more?

Supposed to be at our Control systems too, or at least it used to be. Looks like it still should be according to the PP tab descriptions - but I guess you could read 'Exploitation Impact' under the Stats tab as applying only to exploited systems.
