I've just been practicing against npc pilots- I pull over transports with an interdictor, scan their cargo, and if it's something of value I usually send a hatch breaker limpet to force them to dump it. Black markets in Archon Delaine-controlled systems pay out an extra 10% on illegal and stolen goods

I have seen you in port before. Be cautious out there, I have noticed a few empire bounty hunting cmdr (assuming bounty hunter because they had kill warrant scanners and fighter ships) lurking around. They do show as enemies, the ones I saw were in a wing of three. Stay safe.
