Horizons Are metals on panet Random number generated?

I have been to icy worlds where the metal content has been 9.1% with love reserves and also metal rich planets with 34% metal content and "pristine reserves", yet once on the planet surface of both, I seem to come across the same minerals in the same quantities. Is it all procedural and random number generated no matter what planet you visit? Would have thought that metal rich pristine planets would yield higher amount of "rare elements" than icy or rocky worlds with little to no metal content.

I would hope that % change would change depending on planet type. But not confirmed yet.
