Are outbreaks only for traders?

Saw an outbreak system and decided to hop in to see if people wanted to get out yet there doesn't seem to be ANYTHING different in the passenger menu, no one wanting to get out of the system or anything just the usual sightseeing/deliveries. Would have been neat if there was something to transport a sick person to a facility for examination or something, ANYTHING relating to the systems state.

Which system? I'm farming mats today.

You can also look in galaxy map and filter systems in a specific state. I usually put mine in war, civil war, and incursion. Sometimes I put outbreak in for mat farming.

It's an outbreak there not allowed to leave and spread that to everyone else

You'll sometimes see missions in nearby systems to transport medics to the outbreak system, I think.

you can find passenger missions around outbreak systems to transport doctors in. but i think that system needs to be a state other than none to spawn them
