Are persistent NPCs still planned? Could we get a short statement?

I assume the devs are not to eager to announce any possible features they haven't yet decided upon, after some of the bad backlashes from the community in the past. But perhaps it would work if you'd make a fool-prove disclaimer like "we intend to include the following feature at some point in the future, but we don't promise anything". That would already help to see what direction you plan to take the development of the game in the future.

Concerning this particular question about persistent NPCs, it wouldn't even be necessary to elaborate on how you plan to include them but only if the idea of having them at all is still on the table or not! For me, it's one of those ideas that would boost ED from being just pretty good to becoming something extraordinary!

I can't say for sure, but I belive they will implement most of promised things. Devs are (probably) working on tweaking the instances and some other base stuff. I hope that after that thay will focus on flavour things ^^ I'd also like to see persistant NPCs, improved background simulator, reputation that actually makes changes to you and options you get and improved smuggling system.
 
Agree, the game has a great foundation but it desperately needs immersion and elements to bring it to life.

i want to see smaller factions like in EVE. The further you go out you come across pirate factions and they should invade popular space meaning players need to engage and fight it off otherwise stations etc are closed. Anarchy space further out should be teeming with npc pirate factions
 
Agree with the OP, updated list of planned developments (without a timeline) would be good.

One bugbear is if I am lining up a NPC in SC (e.g python/conda) but get interdicted first, when I return to SC all the previous contacts are gone. It's not realistic to say all of them jumped while I was spending 30 secs dealing with a pesky sidewinder; it feels artificial and breaks immersion.
