Are Powerplay Ratings only updated when a cycle ends?

As the title says, I have enough merit to be move to rank 2 but the game doesn't seem to want to let me.

Mine never actually moved in Beta.
Some people were saying they were in Rating 5, so it must move at some point.

Methinks it should update every 24hrs. If not then after every cycle ends. Wich is a week.

My rank went up after the weekly server maintenance.

I seems that this is when they decided to start a new cycle.

Yes you get rank increases at the end of each cycle, you also receive your 'wages' relative to your rank in the previous cycle (which has just finished)

OK so if I can "grind" to 750 credits by the end of the weekly cycle then I'll be rank 3 next week and eligible for the weapon perk in 3 weeks' time?
