Are ranks not showing on other players?

I'm already a novice/merchant/scout in my elite ratings and it didn't take too long to get (about a week of mild play). Question is, how come every player I meet is marked "Harmless"? I haven't even seen one "Mostly Harmless". Would explain why they all legged it when I flew in to say "hi". But in honesty I find it hard to believe that someone in a cobra or type-6 would still be harmless.

Bugged. Checked on comms the other night... I am competent, but show as "harmless" to other players.

I have ticketed it. Please also do the same.
