Are specific satellites required for tourist sites?

Sooo I built a satellite to get permission to make a tourist site. But it still says I require a satellite. The one I built was an Angelia satellite. Are you supposed to build a specific one?
Also, do satellites not count as one of your 10 facilities? I built my main port, a large bio settlement, and the satellite, but it only shows 2 yellow crane icons in my "my colonies" page for my system.

When building a Satellite for some reason what actually gets placed is the Science Installation

Yeah I'm having the same problem where I built a satellite and yet I still can't build any tourist settlement

If you want to build a tourism settlement, don't build ANGELIA. It is actually a scientific installation. I don't understand why fdev didn't inform us of these things
