Are store purchases cross buy?

Say I purchased some paintjobs back on the PC version. Will I be able to use them on the PS4 version (after linking accounts) or will I have to buy them again?

All your purchases are commander specific, even having two accounts on the PC doesn't allow you to share purchases between them. What would be nice would be the ability to gift things, ie one account buy it but another getting to use it, though that does then open up the spectre of goldfarming, which I most definitely do NOT want to see.
