Are the assassination missions still broken?

Or is it just my bad luck? I have noticed a couple of times of late that it has been very difficult to track down an assassination target - to the point of me actually abandoning the missions after fruitless searching.
One thing I have noticed is that I also had other missions on the go at the time - e.g. hunt down pirates.
This is leading me to believe that if other missions are active, the assassination one will be ignored. This has held true for me even after completing the pirate hunt mission(s).
Of course it could just be that the intended targets are just very good at hiding.
Anyone else experience this?

I did two yesterday, first one I got him on the first USS, the second one it took five USS's but still worked okay. I also had other missions (trade delivery).

They now appear in supercruise. I wait for them to spawn most of the time.

I do them all the time, they work just fine for me.

Targets are usually supercruising or in USS's, and I also do the pirate missions together.
