Are the Federal Navy missions bugged?

I'd been working through the Navy progression missions for some time, and got to the one where you are offered a permit to fly to Beta Hydri (I know the mission text is wrong and you don't actually get any missions for going there), but since that point that's all I'm offered mission wise. It's as though I'm at a threshold for the missions and it's stuck just offering me the same permit over and over again...

The permits are a bit at the moment.
Either that or the Navy's top brass are drinking heavily.

I've had the same happen to me. After doing enough Federal missions, eventually the duplicates offering the previous permit disappeared and I was offered a new "rank up" mission (or permit).

Maybe it's just coincidence, but I always got stuck after reaching friendly with a faction. Every time I moved completely away to a new set of systems, while raising neutral to friendly, I would then get new naval progression missions. Which would stop again once reaching friendly.
