I've taken 2 of these, the person is not listed in the facility and a search doesn't turn them up. Kinda hurts to fail these as they offered manufacturing instructions.
are the take a package missions bugged?

I am sure I have. Not only did I check the system map, but the mission popped up when I was in range of the settlements.
They very well might be bugged (it's really difficult to say what is a bug and what is a feature in ED) but the last time I did a couple of those they went fine.
Did you have the necessary authorization to look through all buildings in the facility in the terminal?

relog? if you have a mission to fetch an item and it isnt there, relog in the place usually wipes everything else but spawns the mission item for your mission (even tho it might not be in the same place within the base after relog). maybe this will work with mission npcs too...
So I took 3 missions over the past couple of days which failed, all 3 were to the Imeut (spelling?) system. One was a go find "x" person and fetch a package, one was finding "x" person to deliver a package, the other was a mission to get some "x" item, no person, building or locker was specified. All three were legal missions, the mission notification popped up when I was in range of the settlement and all three were for manufacturing instructions.
I looked at the staff list in both settlements for fetch and deliver to a person missions and even used the SRV to scan all personnel to see if it was someone idling around. I then left the settlement, I did not log, but left the instance and returned and again, checked the staff list and used the SRV to look for them, they never showed.
With the fetch mission for "x" item, I drove the SRV around the settlement, checking the contacts list and checked the information terminal as well. I re-instanced the settlement and even went so far as to call a small pad ship to me so I could land on the pad and check the settlements services, then I checked the information terminal and dove the SRV around the settlement, checking the contacts list. No joy.
Kinda upset at losing 3 missions to get manufacturing instructions because of glitches. I did have another mission to a smugglers cache that was glitched and I was able to relog and complete that one... The bonus was that I ended up with about 20 weapons schematics for that mission, so it worked to my benefit.
