Are there allied Powerplay factions, or is this a bug?

I was originally aligned with Zachary Hudson, but since I like being an underdog and I want Prismatic Shields, I defected to Aisling Duval. Being aligned with Aisling Duval, I traveled to Sehk, which is an A Lavigny-Duval control system. I proceeded to find an Imperial Supply ship flying under the Lavigny-Duval banner, as instructed by the Galaxy News page for A Lavigny-Duval. I did so, and interdicted it.

It was only then that I paid attention to the fact that it registered as Clean, rather than Enemy. I thought that was kind of weird, but I opened fire anyway. Nope, it was definitely clean. I have a 22k bounty in Sehk now for destroying ("murdering") that wing of "clean" Lavigny-Duval ships.

Soooo, yeah. I haven't been following the lore; is the hyphenated Duval indicative of relation or alliance? And/or did I discover a bug? Or am I missing something? Because I didn't think alliances like that existed.

As an aside, I then traveled to Gongalungul, a Zemina Torval control system, and attempted the same activity. I didn't have time to find an Imperial Supply ship because I was interdicted by a wing of Enemy ships aligned with Zemina Torval - so it was working as I expected it to in that system.

I believe, though I could be wrong, that if your pledged to an empire power and you try to undermine another empire system, you're meant to steal the supply ships cargo rather than destroy the ships.

Same if you're pledged to a Federation power and try to undermine another Federations powers system.

Even if I hadn't destroyed them, I still would have gotten (did get) bounties for assault. I thought the PP stuff was supposed to circumvent the normal crime system...?
 
I suspect you'll find that you may have lost merits as well, for treachery.
I did, 2 x Treachery, 10 merits a piece.

What I want to know is why the bounties? I get that I shouldn't have destroyed them (hence the treachery, lesson learned the hard way), but they were still not Enemy, and I still got assault bounties for shooting them at all. How am I supposed to steal the cargo for PP purposes if I can't shoot them without incurring a bounty (read: non-PP penalty)? Perhaps there should be a third PP-relevant FoF setting... Clean, Enemy, and.. umm.. Adversary or something. Something to allow you to shoot, but not destroy, them, so that you can attack them without incurring a criminal bounty, but it's still shown that you can't kill them without being punished (i.e. treachery).

By the way, all three relevant factions I've mentioned are Empire, including both that I am not aligned with. In one, the faction-aligned ships were Clean, in the other, they were Enemy.

And if I get treachery counts for destroying other-Empire-faction ships, why are other-Empire-faction NPC ships interdicting me with the intention of killing me? They're committing treachery... Or is it specifically the Imperial Supply ships that you can't destroy? Because that would be kind of silly. "You're free to destroy any ships of ours you want, just not the ships you need to, or else the police - who have nothing to do with our conflict - won't like you."
