Are there any paint jobs or dashboard items that are unlocked in game?

Only some special ones for kickstarter backers, founders, prizes from events etc. I don't believe there is anything automatic for everyone apart from rank decals for combat, exploration and trading.

Unless you had a kickstarter/preorder bonus or won a giveaway of some sort, no. All of those cosmetics are via the store only.

I'd keep an eye on the store, as they do go on sale from time to time, and you can get some reasonable deals when they do.

Just in store at the moment though there have been some promotional ones like the EGX ones given away as prizes. Personally I think they should give away the Toku bobblehead they had in the Alpha as a freebie.

Not that kind of game. Closest thing to it is the rank decals. Paint jobs and cockpit decorations (so far, at least) are either on sale on the store or awarded for "being in the game at a specific point" - usually a milestone in its history like backing at a certain level, pre-ordering an expansion etc..

The only "progression-related unlocks" in the game are some system permits or upgraded gear in CQC.
