Perhaps, but I didn't notice too much traffic today. And the missions dropped down for me too.

Yes, I've seen much less as well. Seems like every station would give me 7-10 mission just last week. Now everywhere I go I get maybe three, and one of them is almost always something they want me to do for free.

Make sure you guys are ticketing. Its the only way FD will know.

Also reported here and here. Quite frustrating. I've abandoned my Hauler and hopped into my Freagle to try my hand at combat instead (it's not going well).
