Are these hood cosmetics available anywhere?

Afaik these are only available to NPCs...

Seriously tho - I don't think so - NPC's seem to have access to all sorts of cool gear. There's a white hockey mask style helmet that I really fancy too.

I could have wrote it differently... although I would take some nice ornament on the hood of my Asp.
I would have thought, or even expected, Frontier to be far more prolific with character customizations via ARX purchases since they are such a cash cow for so many games - People love tinkering with their outfits and customising their looks to fit the in-game image they want to portray especially not we get to walk around and take screen shots etc. with Odyssey - If they ain't putting effort into this obvious money making opportunity for themselves it doesn't bode well for the rest of the game...
I would expect that since the cosmetic is modelled and finished anyway then they could offer it in their store.
This has been happening since the game launched. They're gone now but pirates used to some amazing ship skins that we never got access to. I guess the game's been dying since then.
I just don't understand the logic tbh, such an easy way to make money from these skins both ship and character, already in-game with NPCs so minimal dev required, there's obviously a market for them, players want them and are willing to pay, and if not their available via tot-up ARX, so should dull down any anti-pay for cosmetics sentiment, it could even incentivise some to play to make the required ARX, they only need not to be too greedy with the pricing - seems a no brainer to me anyway...

The hoods are only for Sharpshooters... It gives them unerring accuracy when worn.
So Frontier are not going to sell them to us...

It's so satisfying when you manage to nail them at range before they can get more than 1 shot at you.
