Are Tip Offs generated or written by hand?

The co-ordinates refer to the locations when in Horizons. Since planets were regenerated for Odyssey and the tip-off missions weren't updated, most of the co-ordinates are slightly wrong. The easiest way to find the target is go to the co-ordinates then check the nav panel for the nearest POI; it will usually be either a crashed ship or a non-dockable installation.
 
Ah thank you. I had noticed some drift in coordinates already from another couple of Tip Offs. As this planet is tidally locked and will be dark for days I couldn't spot anything by eye! Didn't know this stuff showed up in Nav panel!

Wow.... thanks for sharing this. This explains why I've gone looking for persistent POIs (based on posts/databases from Horizons timeframe) and thought they were documented wrong or bugged. I'll try looking around next time as well.
 
I just attempted this with an Odyssey tip off, but the only POIs on the planet at all are dockable settlements. Spent about an hour just flying around trying to find anything, but it appears that I’d need to reinstall Horizons to complete the mission.

Well you don't need to "reinstall" Horizons, you just choose it in the launcher instead of Odyssey.
