My money was going down so I had a look at my shops and most of them were unstaffed but then I looked at my vendor list and found several of them just idling... clicking them and they're just standing on staff paths? However they are assigned to a work zone including all the shops and several staff rooms.. Hmm..
Are work zones not working for vendors?
