Tosh. I have seen it in a lot of systems, and none of them were black holes.
I encountered the dancing dot in super cruise in an inhabited system just yesterday. When it appeared, I said to myself "Ahh... So THAT's what everyone has been talking about."

I saw that crazy dot for 25k+ lys on my last trip (almost consistently, but not always noticeable). Really starts to drive you nuts after a while! One of the stranger bugs I have seen lol, but really should be fixed before the explorers start heading out in their tin foil hats

I just got two of them - a big one and a little one, but there are no black holes, neutron stars or white dwarfs in the system. I've only ever seen Bob (and sometimes his big brother) in systems with such an object that causes gravitational lensing.
I'm in BLEIA DRYIAE BM-M B27-2, I have an Advanced D-scanner and I've done a detailed scan of every object in the system. Just a red dwarf and a bunch of snowballs.
... And in the next system, no dense objects, but I still have Big Bob. Little Bob must have got lost, or tired, or bored.
...And in the next system, nothing but a red dwarf and Little Bob.
I'm confused.
