This week saw massive action between pledged pilots in three systems: Kappa, Iksvatan, and Af Leporis. Commanders distributed corruption reports, liberal media, collected intelligence, and extended credit to these systems all in an effort to win over the local governments. Af Leporis saw a massive competition between the Empeor’s corruption reports and the President’s intelligence gathering. The final count totaled well over half a million tonnes of material, but the Emperor’s cause won out in Af Leporis, while the Shadow President’s media outperformed in Kappa. The massive efforts on the part of the Emperor and the President likely assisted their rise in political standing, though their ranking in GalNet’s top 10 was unaffected.

Emperor Arissa Lavigny-Duval was crowned Sunday, and denounced Emperor’s Dawn on Wednesday. In an effort to unify the Empire, she spoke of the previous Emperor’s plans and goals, and asked all pilots to honour the long-standing tradition of giving gifts to the Emperor on coronation. However, as she asked for the gifts to be slaves and Imperial slaves, the days leading up to the ceremony were not without drama. Abolitionist pilots loyal to Aisling Duval enforced a non-violent blockade of Capitol, intent on blocking the transfer of human cargo. Thankfully, Achenar’s peace held, and the coronation went off without a hitch. The Emperor has yet to announce any intended purpose for the slaves.
The list of systems personally pledged to the Emperor’s cause of justice, honour, and removing corruption grew by two systems this week: the frontier system of Tiburnat and the border system of LTT 2667 came into the fold. Factions in these systems have requested an allotment of garrison supplies from Kamadhenu to help them maintain justice and order.

GalNet calculates that our new Emperor has 137 units of “command capital” available to spend on preparing new systems for anti-corruption campaigns.

Current Diplomatic Status
According to sources close to the Emperor’s Kamadhenu-based councilors, she currently has an adhoc allied or neutral status with three Powers: Sirius Gov, Pranav Antal, and Prime Minister Mahon. Additionally, Senators Patreus and Torval, along with Aisling Duval, have supported and embraced our new Emperor as an ally. These are not Imperial decrees, but active diplomatic work on behalf of the Emperor's best interests has procured non-aggression pacts and otherwise beneficial arrangements.
The Emperor’s personal fleet of loyalists from the Pilots’ Federation holds open hostilities with Archon Delaine (Pegasi Conflict), Federation President Hudson, and Shadow President Winters as well.
Now that you know the lay of the land, what can a single pilot or group of pilots do about it?

Some criminal activity does not get reported until the last minute, and high undermining of the Emperor’s influence in Cook and Yupini as left only 137cc available this week. Here is a quick list of potential candidates.

Update: 0600 24 October 3301: It looks like the players have decided on Krinbea. Research has added notes to each of the systems, supporting the commanders' decision. Research has pointed out that a massive amount of fortification is required this cycle, so if the hauling of corruption reports can divert towards garrison supplies, the chances of this week's expansion candidates will look brighter.

Af Leporis has been highly contested between three powers, Sirius Gov, Emperor Lavigny-Duval, and President Hudson. Due to Sirius Gov's neutrality, their control of the system made for peace between all three powers. Last week, an astonishing amount of pilots loyal to the President and the Emperor poured preparation materials into the system, but the locals felt that corruption was the worse threat, so now Af Leporis is home to numerous crime sweeps.
Four other systems are under-going anti-corruption campaigns: Cai Syraze, Olelbis, Canari, and HIP 22281. No one in Research can quite understand how HIP 22281, a system in such a sparsely populated region, was able to drum up the support it did. All five systems have active crime sweeps.

Kumo Crew’s pirate lord once again only has one expansion to push: the Federation system of Jormor.

Shadow President Winters is pushing two expansions this week: Kappa and HIP 38747. Kappa sits roughly 30Ly from Xinca. Last week, her pilots’ delivery of liberal aide packages outpaced our own distribution of corruption reports.

Logistics pilots pledged to the Emperor’s personal fleet once again delivered enough garrison supplies to ensure loyal systems returned a surplus of command capital to her cause. 26 systems were fortified, with at least 48 systems receiving 100% of their required supplies. Two systems were undermined, but Cook and Yupini are not very populous systems, so the reduction in available command capital isn’t dire. With a nice amount of populated systems set for crime sweeps and expansion, only a massive week of fortification can help ensure the Emperor’s success.

The top five undermining targets of each hostile power are readily available on the cycle priorities sheet. These priority systems and their status should be updated daily.
Commander Mira Alluvion, an Aisling loyalist, works diligently to gather intelligence on all hostile powers, though her primary focus is the Pegasi Pirate War.
The Kumo Crew’s expansion of Wolf 1148 did not succeeded last week. The White Templars, a group of space-faring knights pledged to Emperor’s personal fleet, consistently campaign against the Kumo Crew. Their stalwart actions have helped the Imperial cause in the Pegasi Sector, and elsewhere as the situation requires.
Another group of fuedal loyalists, Los Centinelas, contributes to undermining efforts in systems loyal to President Hudson. Elsewhere, undermining activity against hostile powers proceeded in a less coordinated manner. The Herald's Research department will make the top five targets for undermining available on its cycle priorities sheet, and it should be updated regularly. Remember pilots, undermining a system over 100% does not help anyone’s cause.
Lavigny's Legion, the Velite Squadron, and the Carthage Auxiliary Corps have all seen action this week, though their operations tend to be shrouded in secrecy. However, Commander NaQan of the Legion posted an interesting video of docking without any fuel. Other groups of Pilots' Federation commanders campaign throughout hostile territory. Some are fairly secretive in their activities, like Les Corsairs de l'Empire, who recently fought in Gilese 868, yet others have never made their activities known to the Kamadhenu Herald.
The Kamadhenu Chapterhouse of Inquisition
On the home front, this week's Chapterhouse Lantern showcases seven conflicts, with the control systems of Nagi and Tujing taking priority. Defeats here could drastically increase those systems’ required allotment of garrison supplies. Combat pilots and all those friendly to the cause of the new Emperor are requested to assist the Nagi Empire Pact and the Tujing Empire Party.
The Chapterhouse of Inquisition offers opportunities to help lower fortification triggers, raise undermining triggers, and serve as a distraction from hauling cargo. If you are a pilot who cares about fortifying a deficit-causing system, please come to the Chapterhouse so inquisitors can help you with advice on how to keep that fortification trigger down. HIP 46338 (137cc) - medium pad only - could potentially form a trifecta of systems near Cai Syraze
The medium pad won't be able to compete with 20k systems.- Krinbea (135cc) - conflicts with Birite - large pad - could compete with high amounts of preparation materials
This is a good system. Brings in 21cc after overhead when canceled, so 47cc when fortified. It is also governed by an Imperial Society, so the fortification trigger should be low. Currently, it is leading with 6k tonnes. HIP 47328 (134cc) - large pad - sparsely populated and only returns enough command capital to maintain its overhead - near Ida Dhor - borders Winters space
Still not sure why this system. Many commanders feel that borders and territory are important in in GalNet rankings, when sadly, it is not. Only influence over population matters in their calculations concerning Galactic Powers.
