according to the stats, it says that control systems have their bounty payouts increased by 20%. The quetion is that in the galaxy map, is it specifically has to be “controlled” and not “exploited” to get the benefits?

With li Yong Rui it does not matter for the 15% discount, but with Hudson it must be controlled for the weapon discount to be applied. So what system state to benefit from the 20% payouts?

Controlled is 50% bonus as long as you stay tier 2 due to her power status of being number 1...
So only do controlled systems...
Exploited systems is only 20% no matter her status in power play...

Hmm. Could be a wording issue. IIRC, bonuses that apply within a Power's territory usually work within all of it (controlled and exploited): an exploited system is "controlled" by the nearest "control" system.

PowerPlay is all about controlling territories, and very few of the systems in a Power's territory would actually be control systems. They're basically just admin hubs for the control.

Nope they all have different states effects Specificly for controlled VS exploited...
Zack has a security rating drop instead in exploited systems... Arissa is the only one to have bounties increase for both controlled and exploited... Controlled is effected by power play level standing...

Fdev needs to improve the wording on the power play details
Also the 20% base bonus apply to both controlled and exploited, but the power play rating bouys only applies to control
