Newcomer / Intro ASP Explorer not available @ Alioth?

After getting the permit required to enter Alioth, I've been to Irkutsk 2 times, and checked Station Irkutsk @ EDDB, several times over past cpl days and the ship is not listed. Is it normal for a ship to be "out-of-stock" for extended periods like this?

EDIT: For clarification, I am currently at the Irkutsk Station, and the Asp Explorer is not listed in the Shipyard.

Amazing, comrade. I don't know of anybody have been to Irkutsk more than once, and first time was either mistake or punishment.

Seriously, though, EDDB can be wrong at times as things change. It should, however, update at some point if you're using EDMC or some such third party app that beams your journal automatically.
 
It isn't out of stock it is not stocked in the Alioth system, we cannot get all ships everywhere.

Using EDDB's station search for stations selling (if in stock) the Asp Explorer and the nearest system to Alioth that should sell one is 5.81 light years away in Mizar. Judson Station
 
Thank you for reply. My confusion seems to caused by the information on the Wiki page for Alioth indicating the Asp Explorer and Orca may be purchased there for 20% discount...https://elite-dangerous.fandom.com/wiki/Alioth. The Wiki page says: "...provided they are in stock." so I wondered if the ship being "out of stock" was a normal RNG, or if its a glitch, or outdated information on the Wiki?

Yes, the AspX and Orca are supposed to be for sale at 20% discount in Irkutsk, Alioth. I bought both of my AspXs and my Orca there, several years ago.

If it's not currently for sale it must be sold out. Try again later.

Ships that are for sale depends partly on the faction that is in control of the station. Ownership might have changed since the info was added to the wiki.

Alioth is the Home System for the Alliance...not sure if the controlling faction changes there (I'm new to game, so learning)...but when I started playing and began working toward getting the permit needed to enter Alioth the 'Alioth Independents' were controlling faction at Irkutsk and in Alioth, and have not changed.
As I said, I'm new to game and did not know if ships were randomly "out-of-stock" as a game mechanic or if it would be considered a bug/glitch, hence my original question/post.

It's easier to search for a ship on EDDB than it is to suffer the disappointment of going blindly to a system. As you have found out, EDDB (the best source) changes quickly sometimes.
I have found that listing can change pretty fast. I just look for another system then.

You should always check how long since the last update in EDDB, the station page displays values for Update, Price Update, Shipyard Update and Outfitting Update.
 
What in-game mechanic determines how long a ship may be 'out-of-stock' at a station, or is it just random RNG?
Is there anything I can do (particular missions, etc.) that may affect how long it will continue to be 'out-of-stock'?
How long can a ship be out-of-stock before one would consider it to be a bug/glitch in the game?

The discount you have been waiting weeks for is maybe 10 minutes of mining, or a couple of missions. Move on - she's not worth it!

No, not one bit. That burden rest solely on the fdevs end of the things. But they will be back in stock.
Best thing you can do is continue to search for other stations. Someone will have it. But waiting just for the small discount just isn't worth the effort since you can make up the small difference with just a few missions or mining or even honking systems for 36 jumps.

However, for reference sake, if a person does not have Horizons installed (I'm not saying you don't) there are certain ships that are not available to them. For example, a person without Horizons cannot expect to find a Krait Phantom.

While the discount can be ignored to some extent due to the over abundance of credits nowadays if you make a habit of having to rebuy your ship it is worth looking for the discount that said visiting one of the slightly lower but more widely available discounts is an option Re Long Yui, or whatever his name is, controls many systems all of which provide a good discount on ships and modules.
