I finally accumulated enough money to buy a ASP Explorer. I went to: http://elite-dangerous.wikia.com/wiki/Asp_Explorer, I tried 3 of the suggested locations with no luck. Have all the buying locations been changed? Anyone know where can I find one?

There are a lot of high tech systems out there in the universe, but it would help if you used the search engine in the galaxy map to find these places.
By using the view tab you can select high population systems and hi-tech system. The bigger the population the more chance to get more ships and moduals.
A quick 2 minutes search could save you lots of time wondering about.

I have Alioth as a discount on ASP but I could not tell you why or whether it's true. Anyway don't worry, ASP is easy to find.

Yep - Irkutsk station in Alioth has it for 5.3M Cr (but you need an Alioth permit to get there so it's probably not very useful to you)

Very much this. It doesn't take all that long to get allied with the Alliance & gain the permit in the neighbouring system, and is a significant saving early in the game for any player.
