Hi I can find my target easy enough but then on every mission it flys away from me without fail. How am I supposed to complete if I can't interdict it?

Do you mean it wins the interdiction? If so, you have two options:
1) Dont lose the interdiction game
2) try USS, your target will at some point pop up there too.
What's keeping you from interdicting them exactly?
If you don't have an interdiction module, you can target and follow the ship in supercruise until it drops out. When it does, your target will be replaced with their frameshift wake. Exit supercruise at their wake as if it were a station and you will find them waiting there.
Edit: The poster above me is also correct: you can find the target at Unidentified Signal Sources as well.

Exactly. If you don't have a FSD Interdicter, then you'll have to troll USS until you find the target
Never mind was 11000 LS away then vanished. 30 seconds later was in the USS Investigated. Some FSD it had!
