Assasinate Green & Clean target

I've just been given a mission by the Pilots Federation to kill a target. I'm in a Pilots Federation system and it turns out the target is both a Pilots Federation member and is showing clean.

Anyone know if I will incur a bounty if I try to complete the mission and take out the target as requested by the Pilots Federation?

I had this myself, fortunately I had a Kill Warrant Scanner and they had bounties elsewhere,

Not that it really mattered because as soon as I started scanning he attacked me anyway.
