Assassinate John James Reed - mission broken

I have to kill an NPC called John James Reed, he is found in Morgor and flying an Orca. I killed him twice and I am unable to advance with the mission.

Don't want to create a new thread for this, but handing in assassination missions (150.000 wroth ones) does not produce the stats window. Am I right to assume that assassination missions do not affect faction standings?

I had a 165k Elite Anaconda mission bump me from friendly to allied earlier today (1.03).
