Assassination mission target on planet?

Hi, I have an assassination mission. I went to the system during the time slot that the NPC is supposed to appear. I scanned with an ADS and got a message pointing to a planet. I went to the surface, but couldn't find the target. Am I doing something wrong? Am I supposed to meet him ON the planet or NEAR the planet? Nothing appeared on supercruise by the way...

It will come up as a Mission Specific USS (blue colour).

Yep! That's exactly what happened! At the beginning I was looking around the planet's surface. A bit of a pity that I didn't find him there, as a planetary battle would have been much more epic. Oh well... maybe one day.

There are, however, kill missions that require to gain the target's location by scanning a surface data point. Those missions are labeled as 'Horizons missions' though and you would be clearly instructed what to do first (including the necessity of an SRV to complete the mission).

Other than this, it should be just a matter of time.

I wonder, though, if there is really no location dependency involved.
Sometimes, when I fly circles around the planet, the taget USS doesn't appear.
After I changed the orbit angle a bit, the signal source triggers.

Is there indeed some causality involved or is it just a random effect and I am victims of a 'control illusion'?
