Assassination Mission - what am I doing wrong?

So, today I decided to try out my very first assassination mission.. the first time I have seen any mission above 400k.. it was for 1.5m and within my rank.

I headed out to the system, scanned the nav beacon, got a message stating where, but I had to basically do nothing and wait for 15 minutes for the 'window of opportunity'
hmmm. So I wait / restock up my ship with ammo / scb's etc.

I get there and see a mission objective signal popup. I enter it.. nothing. Empty
I check the time.. yup, I have a 30 minute window.

So I hop out, see another.. drop out of SC.. empty
Wait 60 seconds.. still empty

Rinse repeat for 30 minutes and then failed the mission.

What a waste of my time that was. Is there something I am missing, or do they just not work?

Sounds like a bug, did you try to relog ?
 
Yeah, I changed from open to solo within the time, but no difference. Still empty mission areas.
 
Yeah, I will do..

I have done a few salvage missions which spawn the same blue 'mission specific signal thing' and they where ok.
But, I was thinking that perhaps I had to wait a lot longer in the mission area.. but since it was empty, a 1 min wait with nothing to do was painful enough, on top of the already 15 minute wait for the mission to become active :)

Not my cup of tea.. all that doing nothing malarky.
