Newcomer / Intro Assassination mission...

Hiya,

I have a mission to do an assassination, and I'll add that I've done a few successfully so far, but I just can't seem to resolve this one...

So it's my understanding to go to the system where he's been reported to be and then look for an 'Unidentified Signal Source'. At least that's what I saw in a YouTube video, and that's what's worked for me the past few times.
But here I am in the correct system, but I'm seeing only two unidentified signal sources. One is an authority vessel (who scans me every time, and acts like every time we meet is the first time...) and the other is some harmless funeral ship, but the guy I'm actually looking for is nowhere to be found.

And I mean to say I've flown through this system back and forth and all over for almost an hour, and still just these same two ships are all I see.

So what I'm wondering is, could this mission be bugged? Do these assassination targets travel around an appear in the system only from time to time? Is there a better way to track him down?
I need to find this guy and dispatch him already, as my mission has only 5 hours left, and I don't want it to fail.

I had to do an assasination rank mission yesterday , I jumped in , found a USS straight away , jumped in and it was the target.....unloaded my weapons....and ALL my main systems went offline....I had upgraded something and forgot to check my power status when weapons ports were opened. *sigh*

I jumped out....repaired and went hunting....I had to sit and wait for at least 35 USSs to appear (took over 3 hours with the odd break away from keyboard) before I got my target again , it sometimes just takes a while...
