Assassination target signal source empty?

Is this normal for "mission target" signal sources to be empty of your target? With no NPCs at all?

I've dropped into about 11 of them now, and nothing. Maybe he is stealthed?

Occasionally I drop into a signal source but nobody's there. I look around in case they're out of sensor range, but I have yet to find anything in such cases.
 
I used to see ships leaving USS's, then enter them to find it empty. I'd be locked on, but have to fly there at 75% throttle to not overshoot, and actually witness an NPC leave and fly off into SC during the approach. When I see that now, I just abandon the lock. Did you witness anything like that, or was it just plain old empty?
 
I guess it's time for a bug report. It sounds like a repeating issue.

I'm committing favoritism here and I'm sorry for that but I'm glad it's you Ziljan. I know you know what you are doing so I can offer the best suggestion I have without causing a temper tantrum in return :D
 
I seem to recall having that happen once in beta. Also incorrect mission targets spawning. Not in 11 I have to say, wouldn't have the patience to try that many...

Are you flying at 30km/s when looking for the signal source?

If so, that could be your problem. I've raised it as a bug with FD. Used to be if you dropping into a Signal Source at 30km/s, for some reason, the enemy would always spawn a long way behind you. After 2.1, they don't even seem to spawn behind you.
