Assault on wanted NPC

Ok so it works like this.
I get scanned by a NPC who wants to know if I have cargo.
I turn towards him, lock and scan.

The scan twiddles its thumbs for a few seconds before it tells me it's a criminal.

I attack before the scan finishes and get a fine.
Law enforcement then ignores the criminal with the 200,000 credit bounty and all attack me because I have a tiny fine.
I persist and kill the criminal - and get a bounty for murder.

First problem:
Since the upgrade to 3.0 I think I'm actually getting fined after the scan tells me it's a crim. Has the timing changed?

Second problem.
If you attack a crim with a bounty, even one which law enforcement are already attacking themselves, where is the logic in fining you for assault when all you've done is fail to wait for the (very slow) scan to complete?

Third problem:
When you kill the crim you then get a bounty for murder, even though, by now, he has been clearly labelled as wanted in the scan panel for some time.
To make it even more absurd after they put a murder bounty on you for killing the criminal - they then award you a bounty for -- yes you guessed - killing the criminal.

Suggest:
1. the fine is withdrawn as soon as my scan confirms it's a crim. -Or at least the Law Enforcement should stop attacking you.
2. If the target is clearly marked as wanted by the time you kill him you should not get a bounty put on you for 'murdering' him.

Alternatively there should be a delay between you launching the attack and the initial fine being imposed. i.e. Elite should wait for the scan to complete before deciding whether or not the attack was justified.

Right now it actually a bounty not a fine.

It should be a Reckless Fire fine instead that doesnt go away till you pay it. Because you are fireing before the computer has resolved the target as Wanted, even if its being chased by law enforcement: its been a long term thing. If it is just a fine then Law enforcement wont engage.

I know why it happens, I'm just making a suggestion as to why it should be fixed and how it can be fixed.
IMHO the whole thing is totally illogical.
It's just one of those scenarios where Frontier dream up an unnecessary annoyance and claim it's gameplay.

It can tell you the type of ship, the name of the pilot, what he had for breakfast etc etc almost immediately - but it has a cup of coffee and takes the dog for a walk before it tells you if he's wanted.

The Reckless Fire Fine doesn't seem to be working as planned from what I've read.
Apparently Frontier said that it would be more forgiving than the old single shot and you're an arch criminal system - but it isn't.
