Horizons at what % do i become friendly

I am trying to become friendly with the Alliance to un,ock Bill Turner. The process is really slow. Doing missions, combat bonds, exploration data, out of Ethgreze.
Took me 3 days just to get from 20 to 28% (right Ui panel, status). At what percentage does it switch to friendly?

Let's see, the average beer is... 4%.

So at about 12% I become friendly. Then about 24% I become downright surly. About 36-40% I become quite sleepy though and little I say will make much sense.

Bumping this so someone has a chance of giving him a real answer, I would, but well.. I don't know, it's never really bothered me, I just work until I'm friendly and/or allied.

Go to RES sites with warrent scanner equiped kill all wanted (scan them first) then sell your alliance rewards at "Interstellar factors contact" for 75% ( if you are not in alliance system ), It took me 3hours to get 57%

and more to sell next time :

Thanks a lot! Did i understand correctly? RES site with KWS in an Alliance System and claiming the bounties in a non Alliance System?
Never would thought about that. Got to try it asap

Yes !!!! Interstellar factors contact is the way

RES site don't need to be in Alliance system ! I have never been in a RES sites alliance, I have not really tried to levelup this rank, it's only after having sold all my bounty rewards with "Interstellar factors contact" that I saw that rank had increased.

FYI Interstellar factor is to be found in low security systems stations and outpost.

niiiiiice. Went to a HAZ RES three times et voila I am friendly with the Alliance. Worked like a charme. Off I go mining for Bromelite (arghh).

33%-35%

If you want to become friendly with Alliance fast, bounty hunting is better option. 10-15 million in bounty vouchers and they love you.
But of course, getting an invitation from ol' Bill is one thing. Getting to Alioth is another.

So if you are gaining the rep with Alioth Independents via missions, I think you will have your invitation by the time you get the permit. Just be patient.
