So you want to add a delay to every time we leave a station. No thanks, though I'm quite certain 66% of the forum will agree with you.
As for the idea of holding on departure, I think the game already does that, it just doesn't tell you. I know I have clicked on the 'launch' button and nothing will happen for several seconds until you hear the clunk and the ATC announces the corridor is clear to exit.
And the ships that don't have SLF? We just say goodbye to them as smuggling options?
When I fly from my local airport they also always say the same thing, so you get use to it, like the uncle telling the same joke at the family dinner
If they wasn't there I would miss it, as they in a strange way add life to the station.
This would be an option for stations where you have never been before, you could just bribe someone before you arrive with illegal goods.
I would love to see active approach and departure control at stations. But I play Elite more as a sim than game.

If you obey the speed limits this probably wouldn’t slow landings and takeoffs at all. From my experience it would definitely prevent collisions as I often have npc ships jumping infront of me or flying up my derrière when entering or leaving a station.
I understand the objections of those who don’t want to slow their gameplay. But just as the speed limits aren’t enforced, traffic control could operate more as a suggestion than a requirement. The worst outcome would be a general warning to all commanders of a rogue ship in the pattern. All npc ships MUST follow controller instructions. Human characters would do whatever they wanted, as usual. Smugglers would smuggle and speeders would speed.
