Description
The ATR, aswell as any authority ships are not reaching or able to save anyone under real conditions.
Player have to actually stay on it's position, move nowhere and wait till they arrive. And 1 minute means never for a dogfight as no pve/trader/ survive this long.

The main flaw in the concept is, a ship under attack has to stay on one place, and wait for a minute for them, where this is not what can really happen. (I am not even talking about exploit with disconnecting and loading back with notoriety level at 0) The low wake signal for ATR belongs to the location, where the attacker was first spotted and automatically reported, regardless of the real position of the victim.

Any scenario of the typical attack includes attempt to maneuver and break distance to the attacker. For player ships the speed may vary from 330 to roundabout 450ms. Which in case of ATR/Authority Ships arrival to the old location leads to despawn of them, as they can't find anyone to attack (small sensor range? must be long range engineered at least).

How it should be? The attacked ship emits signal for ATR whole the time same way as any player enabling beacon for a wing (if the victim manages to stay alive for a minute 1v1 against a pvp ship, which is quite a miracle by itself) thus there is no reason for ATR to drop in 6 - 7 km from their target. They have to arrive to the actual position of the calling ship (if it's still alive). Same may not apply to normal authority ships as they are lasy / stupid and can still drop anywhere else. They are useless anyways :)

Wing Beacon tracks current position of the player (how it should be), and wing mates arrive exactly to player's current location. Exactly this should be also implemented to ATR.

Let's make it consistent.


Steps to Reproduce
Need two ships Attacker with decent notoriety level and Victim.
1) Attack the victim
2) Victim runs / boosts away for a wake.
3) Wait till ATR arrives (drink tea, walk a dog, report a bug) while keeping boosting from the original location

ATR/System authority vessels arriving arriving to... nowhere with the following despawn.
