But atleast they use diffrent ships, they are diffrently combat ranked, and ship names arent same. Oh well. 
I can recall moments in RES, years ago, where I killed npc, with specific name, and very next ship after it, had exacly same name, but ship itself, combat rank was diffrent. Happen few times. But this is quite another level above it, indeed clone army, for imperials, lol...

Strangely quite a lot but not all of my enemies were named J.A. Which surprised me when I looked at the contacts list. There were some named Spec Ops.
I was also surprised to see some Federal Navy ships knocking around but showing green on the scanner not the red of the enemies or beige of my side, what are they about?
