With update 15 and now 15.1, power restoration missions in Auaker system are bugged, as upon arrival to the mission settlements, they are already powered and the NPC will start shooting at you when getting close to power stations/terminals despite having level 3 clearance and provided with power regulator.

are you going in in youre own ship if so they will be waiting for you.get in youre srv ,dismiss ship then run out of range.return and destroy the scavengers complete mission, in apex shuttle head to to power plant install power reg get the hell out. mission done.not a bug ive done many. if ax mission you never said.
