Horizons availabiliyt of materials required by engineers ?

I have spent too many hours searching for a source for Praseodymium and other items required for a level 4 upgrade seems these things are so rare you might never source
the required items/ materials.
Question is this: can these items be found, mined, or purchased without dealing with shady individuals on the mission boards or committing illegal acts.
Missions/ illegal acts = interdiction most times by NPC with deity powers enabled.

Praseodymium could be mined.
Some items (4-5 of them) could only be obtained through missions.
Some data could be found on surface settlements only. Use anarchy systems to obain them without commiting a crime.

I have attempted the Anarchy trick and ended up wanted??? seems something is broken or the definition of Anarchy has been changed.

Praseodymium produced by mining used by hi tech I have been in both system types all day and nada. The tips are at best vague.

... by mining (activity), not by extraction (economy type). get a refinery, prospector and collector limpet controllers, mining lasers and go mining...

Not all factions are LAWLESS(i.e. has Anarchy government) in system. Government is determined by ruling faction with highest influence.
