I just finished my mission to become Lt. Commander. I even got another naval mission on the BB when i came back, it's useless to take that one though.
Yokai made a great guide for ranking up, it's in the guide section have a look, it's worth reading, believe me.
A few tips anyway:
- Don't bother doing missions with a minor faction with which you're already have 'allied' status. It's a waste of your time. Switch to the next station or system.
- The kill missions take too much time to do, the assassination mission are even bugged, you may have to abandon and take a reputation loss instead, I'd avoid those altogether.
- Courier missions, cargo deliveries and supply runs are good and fast missions to do.
- Best missions I found are the ones that don't give any monetary rewards, just reputation gain, they seem to give the most reputation, which is what you're after anyway.
Don't hesitate to wander around, it's really no use whatsoever to keep on doing missions for the same faction for a week... I achieved two ranks during this prolonged week-end, it's definitely feasible, the only trouble is that you never know where you are with your reputation, there's no indicator, and that's really the thing that makes you wonder all the time "how long until the next rank...?".
It's easier if you're not allied with the whole empire / federation, because then, at least, you can see when you hit allied status with your local faction. But if you ARE allied with the big faction, then you'll have to go touchy feely and wander around a bit more, that's how I did it anyway.

Anyone who's stuck - you just have to keep doing reputation missions. Whether or not a rank progression mission spawns is based on two factors - first, a random number generator (so it may just be not your lucky day), second, reputation threshold. If your reputation threshold is high enough, it will spawn at some point.
I made Post Commander in the Federation just yesterday.
