And you'll continue to, until you do enough 'rep gain' missions to get a 'rank progression' mission, at which time it will disappear (or be replaced by the next permit!)

I've been going at this for two weeks!

My hope is that in case (or generally) its broken as its more hassle than its worth. As it stands I won't bother pursuing the next rank or following the Imperial route.

To be fair it does sound like its something that might be addressed in Powerplay. So I'll wait and see, despite my moans on this subject still loving the game :)
 
After 3-4 months the same (already obtained) federal permit missions are already there.
1.3 will hopefull lay down a new fundament for this too.
Can't wait to clear my save for a good reason!
 
I think it is a bug. Permits you already obtained should not show up as unobtainable invitations.
It looks sloppy. FD will probably filter them out eventually.
 
Anyone who's stuck - you just have to keep doing reputation missions. Whether or not a rank progression mission spawns is based on two factors - first, a random number generator (so it may just be not your lucky day), second, reputation threshold. If your reputation threshold is high enough, it will spawn at some point.

I made Post Commander in the Federation just yesterday.

It seems that way. When you look at the stats the % can actually be quite low but it still registers as Allied. If I go to a Fed station for the first time I'm still greeted as respected Ally.

Yep, it needs a bit of polishing. FD will make it go away eventually. I have little doubt about that.

Yes, I have this too and I feel it makes sense. If you are in good standing with the empire and they have little to no bad experiences with you it stands to reason that other Imperial factions trust you too. Word of mouth advertising so to speak.
Perhaps this gets refined eventually. It would be great if being allied with a major imperial faction would make you friendly with all imperial factions, but did not make you allied automatically with all of them. When you get more imperial allies it should become easier and easier to get allied with other imperial factions until after a certain point your rep is so good that you become allied with all.

Has anyone else risen above the rank of Lieutenant? Can someone confirm that is actually possible?

I just finished my mission to become Lt. Commander. I even got another naval mission on the BB when i came back, it's useless to take that one though.

Yokai made a great guide for ranking up, it's in the guide section have a look, it's worth reading, believe me.

A few tips anyway:
- Don't bother doing missions with a minor faction with which you're already have 'allied' status. It's a waste of your time. Switch to the next station or system.
- The kill missions take too much time to do, the assassination mission are even bugged, you may have to abandon and take a reputation loss instead, I'd avoid those altogether.
- Courier missions, cargo deliveries and supply runs are good and fast missions to do.
- Best missions I found are the ones that don't give any monetary rewards, just reputation gain, they seem to give the most reputation, which is what you're after anyway.

Don't hesitate to wander around, it's really no use whatsoever to keep on doing missions for the same faction for a week... I achieved two ranks during this prolonged week-end, it's definitely feasible, the only trouble is that you never know where you are with your reputation, there's no indicator, and that's really the thing that makes you wonder all the time "how long until the next rank...?".

It's easier if you're not allied with the whole empire / federation, because then, at least, you can see when you hit allied status with your local faction. But if you ARE allied with the big faction, then you'll have to go touchy feely and wander around a bit more, that's how I did it anyway.

Yup, I used to respond to "RANKING IS BROKEN/BUGGED" posts all the time, but I got so tired of repeating it. (Not to mention the lack of some people's ability to find the rep btn :) or use search for that matter - google search of this site is far better than the built in forum search btw "site:frontier.co.uk ranking" for example)
They are NOT bugged or broken. If you follow Yokai's Guide and simple rules, as abbreviated above, it works flawlessly, every time.
As you said Delivery/fetch and rep missions are by far the best & fastest way to rank up.
I find about 12-15 missions from 1 or 2 different stations/minor factions works 100%.
I was filling a gap a few days ago between CGs so decided to do the final Fed rank. Sure enough, worked in 13 missions time.
 
I'm a Post Commander now. it just took a long time. I had those busted Federal Invitations all over the place but it didn't seem to stymie my progress.
